When you don’t register, there is a lot of material that you can’t access.

You have to give credit when using TLCP. Not infringing copyright, copyright was bought by the state and given freely to people. Only Chinese universities. Not full open.

Our material is open to all of China. Students can see the recordings and learn by themselves. After our teaching material was released, a lot of universities use it. This course is quite influential in the whole country. Some teachers have contacted us and told us that they are using the resources in their teaching.

We also consider when making TLCP that we don’t want to release all our material, because we have struggled over many years to create it, and don’t want others to just take it. But we put most of it up. I know other teachers who try to put as little as possible up there, we put most of it.

At that time students needed a password, not anymore. In 2004, the school started applying for TLCP, asked who had materials, I happened to have them ready.

All the fixed resources must be shared, but we don’t share the organized activities or the interaction with the student, for students who are not registered (or with other universities). (For online TLCP)

integrate better with platforms - if the course is based on the school's platform, can easily be integrated with other management systems etc, but if it is stand-alone... We didn't ask for this in '08, but we might in the future. 

Still not good at sharing. We ask universities to also make school-level 精品课程, for those that don't reach the national level, they can share these with other schools. In the future we will see many kinds of sharing: both "charitable" and market-based, but right now we don't have the mechanisms for market-based sharing.

Three diffusion models: 教育部, course developers, and spontaneous. 教育部 publishes policy and training, teacher training etc. Developers publish their courses in newspapers, magazines, at meetings, in reports to other unis and colleges. Help and support to course users. Spontaneous organizations and individuals organize NPEC and relink them, and have seminars and studies about application of NPEC (does he mean CORE?)

some surveys show that the sharing and use of TLCP is not positive. only 10% of all material from 2003-2005 available online, most webpages had errors
